Through my involvement in the conception and the Launch of ClimDevAfrica Framework Development from 2005-2010, I identified and initiated partnership between the Pan-African Institutions such as AUC,UNECA and AfDB, and contributed to the WMO-GFCS. Institutional Assessment and Partnership Initiation, followed by the Conception of Early Warning Systems & Advisory Climate Services supported by Climate Planning, Integrated Knowledge Management and Risk Transfer Mechanisms through Public & Private Partnership are The Present Focus of MSBOULAHYA as Free Lance Consultant/Adviser. Following my discussion with Dr Carlo Buontempo, EUPORIAS science coordinator, I am convinced that this user driven research programme will help a lot in achieving the National USER-Platform of many NMHSs in Africa, but also the regional platform such as MedICIP and others.I have also a plan to initiate partnership with the Financial Sector such as the Development Banks and the Index Insurance Cie, in order for them to support, on the long term, the weather-water-climate services and inform the coping strategies at the community level in Africa and the Mediterranean Regions.
